September 2025 PSATS Update

September 30, 2025 by mcatoorgstg

Here’s a roundup of the latest news and resources for Pennsylvania townships and boroughs:

Legislation and Advocacy

  • Statewide Preemption Bills for Energy Facilities a Threat to Local Land Use Authority: PSATS opposes active state legislation, such as HB 502, which would preempt local land use control for energy facilities and allow developers to bypass local zoning approvals. (https://www.psats.org/statewide-preemption-bills-for-energy-facilities-a-threat-to-local-land-use-authority/)

Compliance and Administration

  • Reminder: 2024 AFR Form Must Be Received by December 31: Deadline approaching! Townships must ensure their delayed 2024 Annual Audit and Financial Report (AFR) is filed with DCED’s MSO by December 31, 2025, or they risk losing access to DCED funding. (https://www.psats.org/reminder-2024-afr-form-must-be-received-by-december-31/)
  • Preparing Your 2026 Budget? Salary, Benefits Results Available Now: Townships preparing their 2026 budgets can now access customized salary and benefits data using the PSATS Salary Survey Plus tool, a free service for members who submit their township’s data. (https://www.psats.org/preparing-your-2026-budget-salary-benefits-results-available-now/)
  • Pennsylvania Treasury’s Transparency Portal Shows Budget Stopgap Expenses: Township officials can view state spending during the budget impasse, including unappropriated stopgap expenses, through the updated Pennsylvania Treasury’s transparency portal. (https://www.psats.org/pennsylvania-treasurys-transparency-portal-shows-budget-stopgap-expenses/)

Cybersecurity

  • Don’t Be the Next Headline: Stop Cyber Threats Before They Start: Review the October issue of the Pennsylvania Township News to learn how to protect sensitive data and taxpayer dollars since 68% of cybersecurity breaches result from human error. (https://www.psats.org/dont-be-the-next-headline-stop-cyber-threats-before-they-start/)

Other Updates

  • Be Featured in the 2026 PSATS Celebration Calendar!: Townships are invited to submit high-quality photos of community events to be featured in the 2026 commemorative calendar, celebrating America’s 250th anniversary; the submission deadline is September 17, 2025. (https://www.psats.org/be-featured-in-the-2026-psats-celebration-calendar/)

We hope this update provides valuable information for Montgomery County townships. Please check the PSATS website for more news and resources.
