2nd Vice President – Joyce Keller, Whitpain Township

Joyce Keller

2nd Vice President

Joyce M. Keller is a Supervisor on the Board of Supervisors for Whitpain Township in Montgomery County, Pennsylvania, where she also holds the position of Assistant Secretary. She has been re-elected by residents to continue her service.

During her tenure on the Board, Keller has advocated for Whitpain Township residents and local organizations. She serves as a liaison to key township committees, including Emergency Services and the Shade Tree Commission, collaborating to support first responders and enhance township programs, particularly during and after pandemic challenges.

Keller demonstrates a strong commitment to preserving and celebrating American history and civic heritage through her volunteer and leadership roles in several historical and patriotic organizations. As an active member of the Daughters of the American Revolution (DAR), she has contributed to the organization’s mission of historic preservation, education, and the promotion of patriotism. Within DAR, she was appointed Chair of the Women’s Issues Committee, where she has supported programming that highlights the contributions of women in American history and encourages community involvement.

Expanding upon her commitment to community and national heritage, Keller was appointed to the Montgomery County America 250 Commission, a county-wide volunteer board established to coordinate Montgomery County’s contributions to the national Semiquincentennial (250th) celebration of the founding of the United States. In this capacity, she collaborates with local elected officials, historians, and community leaders to plan events and programs that commemorate this milestone and connect residents with American history.

In addition to her local responsibilities, Keller represents Whitpain Township as a delegate to the Pennsylvania State Association of Township Supervisors (PSATS) Annual Convention. This platform enables township officials from across Pennsylvania to shape policy, share best practices, and advocate for effective local governance.

Keller is recognized locally for her hands-on approach and community focus, and she continues to be a driving force for civic engagement, effective leadership, and meaningful service throughout Whitpain Township.

    Our Organization

    MCATO, or the Montgomery County Association of Township Officials, is a successor organization of the Supervisors and Auditors Association of Montgomery County.

    The organization was formed at an Association Convention held in New Hanover Township on February 24, 1977.
